Phasing/Teleport does not breakaway automatically, because it does not need to breakaway. P/T ignores characters so you don't have to even worry about breaking away, you can just move freely.

I believe, phasing lets you ignore characters while you are moving. You still should need to roll a break away to start moving...from what I am reading here on the new PAC.
