No they are not. The only set universes that will (probably) ever be Modern Age are Marvel, DC and Street Fighter.

Anything that isn't Modern Age is, by default, Golden Age (except Star Trek Tactics, which is ageless).

Depends on your definition, as Silver Age is (by default of not being a WK term) up to the particular venue. Now, the general definition of Silver Age by most is "Golden Age figures legal, but no additional mechanics (like feats, BFCs, etc.)" So under that definition, they would be.
However, this isn't the place to ask about that, as Silver Age isn't strictly defined outside of a local venue. So ask your judge for certainty as sometimes there are restrictions on Colossals, vehicles, etc..

Wondering if they are going to be Golden Age like Halo/LotR/GoW or a game on it's own like STT?
I think they'd have to be Golden. Star Trek isn't included in Golden Age because its branded differently through the Tactics line. Barring anything like that, I don't see how/why they'd try to seperate it.
