When Omen uses Omen's Womb against someone not adjacent, she does not need line of fire.
I basically was wanting to know if she could Mind Control someone 7 squares away if she is based.
Is this attack ranged?
If so, does it get hindering bonus? Energy Shield?
If it is indeed a range attack, I'm thinking it gets energy shield but not hindering bonus.
tt053 V Omen (Speed) Omen's Womb: Omen can use Mind Control. When she does, she does not need line of fire to her target(s).
(Damage) The Worst of You: Omen can use Perplex. When she does, she may only target an opposing character within range, she does not need line of fire to the target, and she may only modify combat values by -2.
No, in order to do it as close combat the power would need to specify that it treats them as adjacent.

Although it's in a Remember! box, from the Rulebook, pg 11:
While your character is adjacent to an opposing character, it is too occupied with defending itself or fighting the nearest threat to make any ranged combat attack!
You cannot make a Ranged Attack while adjacent to an opposing character (although there are numerous effects that bypass this rule).

Was I right about the yes to energy shield but no to hindering bonus?
The power says she does not need line of fire, but what if she has it?
Can you still use it without line of fire, bypassing hindering bonuses?
You are correct.
ES/D grants a bonus against ranged attacks, which Mind Control would be.
Hindering Terrain grans the +1 DV bonus when the Line of Fire crosses it, which doesn't happen in this case, so no +1. Or stealth, for that matter. And it's also good for bypassing blocking terrain, walls, and elevation changes.
