To me, he has the 4 range ONLY when he uses Running Shot.

Not that I see where it matters in most situations. You could declare Running Shot and move 0 squares, could you not?
Yes, you can, just had to make sure because someone took me up on that when I equipped Tyr w/ Mokk's Hammer recently (which is nasty...RS for 4 or Charge/EW, take your poison and he's got Indomitable, a great Defense Trait, a perfect guy for Mokk's Hammer), so I simply did a RS of 0 squares, perfectly legal.
Probably would come up if Tyr had somehow picked up an opposing team's Batarangs while having Mokk's Hammer and being based; having Sharpshooter and 4 range at this point wouldn't allow him to take a potshot up close, he'd have to break first or just swing in close.
