Very sorry if this has been asked before, I did a search and did not see anything. Can Pyschic Blast damage be modified by Enhancement or Team Abilities like SHIELD? Or is it base damage only?

yes, it can. Enhancement and SHIELD TA require just require that you make a ranged attack and be adjacent to the attacking figure, and PB can only be done if it is a ranged attack, so yes it can. It can also be perplexed

Fear the 10 damage PB!!! (My friend made a force of one PB'er and lots and lots of annoying CA's. Geez, it did a lot of bad things!)
