I know the 8 tk is the ruling from development, but I agree with normalview. It says target and place within 3. It's in the wording. I don't agree with it but it is what it is. Now, best tk'er ever.
I understand that things can be read in different ways, but you are correct, it is all in the wording, just not how you mean.
HIGH POWER, LIMITED SCOPE: When using Mind Control, Kid Omega may target up to three opposing characters if all are within 3 squares of him. When using Telekinesis, Kid Omega may target and place up to three friendly characters if all are within 3 squares of him; when he does, he ignores those friendly characters for line of fire purposes.
It says target and place up to three friendly characters if all are within 3 squares of him. The question, is "If WHAT are within 3 squares of him?" You can't assume anything with rules. The only "things" that are previously mentioned in the sentence that "all" could actually refer to, are characters. "If all are within 3 squares of him." Are is a present tense of "be" meaning those "characters" CURRENTLY reside within 3 squares of him. It never actually says they need to remain that way.
If the decision the rules team made is the way they had originally intended the power to work, grammatically it is correct. Maybe confusing, but correct.

It's not confusing at all precisely because it is grammatically correct. That's why Normalview's ruling made no sense, because it completely ignored how the power was written.

How about the mind control portion? If he targets 3 opposing characters within 3 squares do they still need to be within LOS? I'm thinking yes because the power says he "may target if..."

There's nothing in the power that precludes needing line of fire, so it would still be needed for a ranged attack. If the opposing characters were next to Kid Omega, he could use it in close combat instead, which would not require line of fire.
