Does this works like ICWC of GSX Professor X? I mean, if one opposing character gets adjacent to the Pharao, does the falcon can still make range attacks?

I would say you can still draw LOF from the Falcon while based, but if you go to make a ranged attack, your still based and would be unable to make the normal ranged attack.

He doesn't gain text that says he can fire out of adjacency, so no he can't.
