I don't think so. This situation was referred to by rpgambit in post #5. it would fall under two of the same free actions per turn, which is against the rules. Same reason why if Running Shot was combined Psychic Blast for your power action, you could not use Psychic Blast as your ranged combat attack.

If you use Running Shot as a power action and do plain damage, you could then follow up with a Psychic Blast ranged combat attack.

Actually PC doesn't take an action so the free action restrictions don't affect it. I think that would fall under the 'if you get something more than once ignore the second one' rule.
