CARRY
When moving as a result of being given an action, this character may carry one
friendly character. When this ability is used, modify this character’s speed value by –2
until the end of the action. The following characters can’t be carried: larger characters, multi-based characters, characters holding an object, and characters with any of the
following combat symbols: , , , , . To be carried, the friendly character
must be adjacent to this character at the beginning of this character’s action. When
this character ends its movement for the action, the carried character must be placed
in a square adjacent to this character. While being carried, a carried character is not
adjacent to any other character, nor can it draw a line of fire until placed at the end
of this character’s movement for the action. A character which has been carried this
turn can’t be given an action (other than a free action) until the beginning of the next
turn.
Normally, no, but some characters have special powers allowing them to do so.

The answer is "maybe". A character with the flight ability and the carry ability can carry a character with the flight ability. A character with can carry a character that has printed on their base when the carried character also can use earthbound/neutralized. Abin Sur and several others can carry characters with .

If Abin Sur carries only one character, he can carry any single base character regardless of their combat symbols.
In general though, characters with cannot ordinarily carry characters with , they need some special exception to be allowed to do that.

Flier, being an unofficial term used exclusively by fans, means something different to different individuals. To assume everyone inherently uses the same definition for slang is a bad idea and leads to misunderstandings.

This struck an interesting thought...a Giant can carry another Giant? Colossals carrying Giants? A Giant isn't larger than another Giant. Colossals are "larger" than Giants. And the isn't listed as a figure that cannot be carried, only that they wouldn't be able to be carried by figures "smaller" than them.

Yes. As long as the tiny guy doesn't have battle fury and isn't holding an object.

Yes, this has only been legal since the 2013 PAC I believe. I don't believe anyone has brought this up before.

Which means, among other things, that Kaiju can carry each other! :D
And the tiny flyer/carry interaction is rather amusing in that a normal ground-pounder can carry a tiny flyer, who can then carry the ground-pounder the next turn.
90% of rules questions are answered by RTFC. Most of the rest are answered by a proper grasp of English and common goddamn sense.

No can do here...a figure is LARGER than , so the cannot carry the "ground-pounder".
