The PAC states that barrier markers have to be placed on clear terrain.
This means you can't place them on hindering terrain, water terrain NOR elevated terrain?
I always asumed that elevated is also clear except when it is elevated hindering or elevated water but som re reading and disscussion with other players brought me to the aformentioned conclusion that elevated is not clear terrain.
Someone care to help? I find pretty ridiculous that i cannot make an ice barrier with iceman on a water map! or a very dense bush barrier with poison ivy on hindering for example.
On the objects matter, during the game setup you can't place them on anything but clear terrain so that would aply the same logic as barrier. No water, no hindering nor elevated. And in some maps you couldn't place objects during game setup (im thinking maybe bizzarro world and other crazy maps, but mainly the fully submerged Fear Itself map).
Elevated clear is the same as grounded clear terrain as far as these things go. Elevation only comes into play with line of fire, moving, and effects specifically looking for hindering terrain.
In other words, there is no issue putting barrier, objects, or anything else on elevated as long as the terrain type is correct.

Right. Water terrain is still "water terrain". It might be clear for line of fire purposes and hindered for line of fire purposes, but it is still not "clear terrain". At least, that's my understanding.

This is currently a matter that should be re-addressed. The new Middle Earth maps include a Barrier-creating forest... only there's Hindering in all the squares they tell you to place them!
In my opinion, you can use barrier on a roof / elevated terrain
But there are some confusing rules
Core Rulebook:
HeroClix has five types of terrain: clear, hindering, water, blocking, and elevated. All types of terrain (except clear terrain) are indicated by boundary lines drawn on the map
PAC:
Give this character a power action; place up to 4 blocking terrain markers in distinct, adjacent squares of clear terrain that are all within this character’s range (minimum range value 4). At least one of the terrain markers must be within line of fire when it is placed. The terrain markers remain until the beginning of your next turn.
But then you can find this in the rule book: CLEAR TERRAIN
Clear terrain is open space with no obstructions or terrain or debris markers. Any line of fire or path of movement that crosses only clear terrain is a “clear” line of fire or path of movement.
•Movement: Clear terrain does not impede movement in any way.
•Line of Fire: Clear terrain does not impede line of fire in any way.
And that makes me think that if there is no blocking / hindering terrain on the elevated terrain it is clear terrain
"The Forest Is Waking Up - It Isn't Safe.": At the end of your turn, choose a square marked with an orange X. Place up to four blocking terrain markers in distinct, adjacent squares and at least one of the terrain markers must be adjacent to the chosen square. The terrain markers remain until the beginning of your next turn."

Notice: this game effect is NOT barrier. It simply tells you to place 4 blocking terrain markers in distinct adjacent squares. You can freely place them on hindering or water terrain. There is no restriction preventing this.

I'll be honest, you terrified the heck out of me when you started saying it didn't work!
I played on that map a month or so ago and remember walking away thinking how cool that was. I would have been really disappointed in myself if I misread something, but I needed a picture of the map and the text to confirm how it worked.
