You are correct.

It doesn't mention anything about attacks but since it's activated by giving the character a combat action and AFAIK combat actions always leads to an attack. Unless, ofcourse, a game effect specifies otherwise and Mind control doesn't. So the only reasonable conclusion is that Mind Control is in fact an attack.
