Now, Carry says they can't carry people with but perhaps there is a difference between having and having it on the actual dial. Like a difference between can use and possess.

Would a character be able to carry someone that has on the dial but "can use " thanks to a fragment?

The phoenix force fragments don't give the wing symbol, they just give flight so characters using them will follow the normal rules for being carried.

I don't have the cards with me, but pretty sure the fragments don't give the flight symbol, so I'm agreeing with Spoon.
