OK, I'M A VOYEUR, SO WHAT?:#When an adjacent character moves due to its own action, once per turn you may place Ant-Man in a square adjacent to that character after the action resolves.
So obviously a move action is moving, and most people go that running shot/HSS/Charge also mean the character is moving. What about if that character is placed via its own action? For example WatX Shatterstar:
X PORTAL:#Once per game, give Shatterstar a power action. Place Shatterstar and an adjacent friendly character of a lower point value in any adjacent squares on the map.
Is this action considered him moving via his own action? If not what specifically defines movement, if things other than move actions count? Is it the need to potentially roll breakaway?

PLACING CHARACTERS
Some game effects instruct you to “place”
your character. When a character is placed,
it is not moving. It does not need to break
away, and it ignores all characters and game
effects between its starting square and
the square in which it is being placed.

No, Placing and Moving are two separate game terms. Placing does not require Break Away or a Path from square A to Square B.
Placing is defined on page 8 of the Core Rulebook.

Just to clearify, although RS, Chrg, HSS, require the character to move, they are not "Move Actions". they are power actions. IF Ant man's SP "OK, I'M A VOYEUR, SO WHAT?" read...
