Im wondering if you use sidestep with a fig that can carry do you need to move to be able to place a carried fig?
Yes, you need to move. That movement can be as little as 0 squares, but still requires Break Away from the Side Step Character.
Also note that Side Step is a Locked 2 move value, so it will not be modified by the Carry Ability.

1. He is saying that since sidestep locks your move value, it stays a 2 and is not affected by the -2 movement penalty for carrying. This means you can sidestep and carry a character for two squares as a free action. Since the new angle can do this, he could theoretically grab a friendly, move them away, and then charge back in to strike the enemy he just rescued the friendly from.

P/T and L/C are move actions and Sidestep is a free action to move so they would not interact if a character had both.
In addition, L/C isn't an auto break away anymore. It's a +2 to break away roll, and P/T allows you to ignore characters which is a bit different from auto break away.
If I am correct the only thing that would stack with Sidestep that would work would be improved movement ignores characters, I am pretty sure that you would be able to ignore the character and side step away?

There are already quite a few characters that can Sidestep/Carry.

That's correct. IM:Characters would allow you to Sidestep away.
