Can a figure with Sharpshooter use this to have Tellus, or another figure within Tellus' Telepathic Link make ranged attacks while adjacent to an opposing figure...?

No, your figure is still adjacent to an opposing character. This does not let them ignore adjacency.

Sharpshooter grants Improved Targeting: May make a ranged combat attack targeting adjacent opposing characters. This does not let you ignore adjacency and shoot non-adjacent characters, because no matter where you draw line of fire and/or count squares from, you are still adjacent to an opposing character.

I'm reading this several ways:

O=Opposing
T=Tellus
=Sharpshooter

O T □ □ □

In this we have Tellus next to an opposing character. Tellus can't make a ranged combat attack against it, but can and does not need Sharpshooter ability to do so.

O T □ □ □ O

Here we have both characters adjacent to Opposing Characters. Only can make a ranged combat attack, and only against the character it is adjacent to.

T □ □ □ O

Here we have adjacent to an opposing character. Both Tellus and can make ranged combat attacks against the character. Tellus using his Trait since he is not adjacent to an opposing character.

Even if the other friendly character did not have Sharpshooter ability Tellus would still be allowed to make a ranged combat attack because he is not adjacent to an opposing character. Tellus and other friendly characters never use any powers, abilities, or combat values of any characters they are drawing lines of fire through when using Telepathic Link.
