No. Both incap and Mind Control are No Damage attacks and the rulebook say this about crit hit/miss on such attacks:

No. Incapacitate is still classified as an attack that deals no damage and a character using it that rolls a Critical Miss will not be dealt the damage caused by a Critical Miss.

So how does it trigger mystics damage when a target has two tokens?
Because it deals 1 penetrating damage.
When a power/ability/whatever is declaring an attack as a No Damage Attack it does two things:
1. Remove the damage dealing of critical hits/misses.
2. Remove the attack's normal damage dealing.
That's it!
However the attack may still have other ways to deal damage to the target. E.g. Energy Explosion used to be a No Damage Attack until they changed it in last years' PAC.
So yeah, the name "No Damage" is a misleading as the attack may still deal damage.
So how does it trigger mystics damage when a target has two tokens?
Because when you use Incapacitate on a character with 2 action tokens, the rules for Incapacitate state that you deal 1 penetrating damage to the target. Since this damage happened as part of the attack it will trigger Mystics if the character has it.
Once again, this absolutely does not change the fact that Incapacitate is typed as a No Damage Attack and interacts with other rules in a different way.
It is apples and oranges.

*sigh* asked and answered counsellor. Retyping the exact same question after it's already been explicitly answered (by a Rules Deputy no less) isn't very productive at all.
