YOU INSPIRE ME!: When Superman Action Figure is not attached, he can use Leadership. When he does, he may only remove action tokens from characters with the "toy-bear" symbol.
The "he may only" part is throwing me off.
Does this or does this not add one action to your action total for that turn?
I can see this either way in that the Leadership for this character reads...
Option 1 - "...on a result of 5-6, add 1 action to your action total for that turn and this character may remove an action token from characters with the "toy-bear" symbol.
Option 2 - "...on a result of 5-6, this character may remove an action token from characters with the "toy-bear" symbol.

Special powers only change the aspects of powers that they specifically address.
There are two aspects to Leadership: token removal and action addition.
The only aspect being addressed is token removal, so that is the only thing changed.
