I don't know if he should start with an 11 attack with that ability. He has no range so when he gets into the action he has a 12 attack with an 18 defense if there is only one character he is going after. So I think the 11 attack is just overkill, maybe it's just me. Otherwise this guy is a beast and a little intimidating to go against if you have no range.
You know I really love pieces who sport a pistol and have 0 range ;)

the 4 clicks where he heals seem kinda silly to have stuff printed on it seeing he heals out of it. make all his values on those clicks except defense 0 and remove that 2 clicks of BCF and 1 of percision strike. this would still play the exact same, but cost 129 instead
The only justification I can think of is forcing an opponent to point some deep thought into how they use an Outwit. If Wolverine managed to be shot when not adjacent to an opposing character, he could be Outwitted. At that point the opponent could either choose to Outwit his Movement Special (free action heal) or chose another power. If they choose another power and Wolverine heals off of having that power, the pain continues with other options (Precision Strike, BCF), or he possibly lives longer by continuing to have defensive goodness (Toughness, Combat Reflexes). Your opposition would really have to be careful with how he uses his/her Outwit (IF they can even use it). ;D
Got a rules question in regard to his Canadian Resistance Army power, which states: "When Wolverine is adjacent to an opposing character, his powers and abilities can't be countered or ignored. When he is adjacent to more than one opposing character, lines of fire drawn from opposing characters to Wolverine are blocked."
I played in a game yesterday where someone using Senator Robert Kelly used his Mutant Registration Act power on the Days of Future Past keyword.
The person using Wolverine went to use indomitable and I pointed out they would take a click of damage because of Kelly's power. They argued that Wolverine's powers can't be countered or ignored. I pointed out that the wording in Kelly's power doesn't say that he is actually countering or ignoring the power and that it's the pushing damage that's being affected. They were hung up on the mention of "ignore" in Kelly's power and I lost the argument. Anyone?
You are correct, sorry you got job'd on that. In this situation none of Wolverine's powers or abilities are being countered or ignored, so there's no violation of his special power.

I played a game against him the other day, my team was Headpool, DP Cable, and blink. My friends team was this Wolverine, Pyro, and Destiny. It was my friend's second time playing and he got Blink and Cable down to their last clicks with this Wolverine. He landed on click 8 3 or 4 times, healed, then regened, rolling a 4 or 5 for each regen. He was really hard to kill. I won in the end, but it was a close fight. It helped that Destiny made her super senses roll almost every time.
I'm surprised this guy doesnt get more love here ! He has been my go to Wolverine. He is the ultimate get in your players face and stay there Wolvie. He can run in a room FULL of ninjas(or any other enemy) and shut them DOWN. No other Wolvie out there can do that!
Plays like the Wolverine I've been reading about since the eighties...
