Unfortunately if you pulse wave a figure you perplexed down, the pulse wave ignores the perplex, making this figure less useful than I first thought top click. The power is good to perplex down an opponents attack or damage after you use the pulse wave to weaken a counterattack.
I was thinking that myself Bryman, but with all the negative perplexes the Sinestro Corps will have flying around; I like the idea of perplexing down an
opponents damage to the point that they can't cut through even these guys' toughness. :devious:

PULSE WAVE Give this character a ranged combat action even if it is adjacent to an opposing character; the area of effect for this attack is half the character’s range value. Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking and elevated terrain. Game effects possessed or used by characters with a line of fire drawn to them are ignored until the action has been resolved. If a line of fire is drawn to more than 1 character, this character’s damage value becomes 1 and is locked. Each character hit is dealt damage.
Perplex isn't possessed or used by a character with a line of fire drawn to them.

This is wrong. It is his perplex and not in the area of effect, so it is not ignored.
If character A perplexed the defence of a character that was in the area of effect of a PW but character A was not, the perplex stands
This Sinestro Corps recruit mold is that of the character Low-"A member of the Sinestro Corps from Sector 3308. Low uses a yellow power ring to create powerful energy constructs." Information taken from the DC Scribblenauts Unmasked video game character bio. There was also a Sinestro Corps action figure Mattel made in their DC Universe Classics line a few years ago with a swappable head feature for either Low's head or the Sinestro Corps member Maash's head. I hope that we will see a clix version of Maash someday.
