I am trying to figure out who/when this Lex can carry:

(Speed) If You Want a Job Done Right: Lex Luthor has "wing symbol" and can use Invulnerability and Running Shot.
The Underworld TA allows him to carry when he moves, but only carry those with the Underworld TA. The wing symbol in his "If You Want a Job Done Right" speed power also grants him carry.
Are they separate? Or can he only carry those with the Underworld TA when given a move action? Noting that this would not impact him if he is using Running Shot, as that is a power action.

They are separate. Both Appear on his dial and as the controller you would get to choose which instance of Carry he can actually use.
Also, can you please clarify your statement on Running Shot. I'm not sure what you are saying/asking.

When he has the wing symbol he can use the normal carry ability. Otherwise he can only carry characters with the Underworld TA.
And he can use carry when using running shot as the carry ability does not care what type of action was given. Just that the character was given an action that resulted in movement. Just remember that it's "replace then modify" so he would only be able to move two squares when using carry during the running shot. Unless, ofcourse, there are other replacements or modifiers affecting him.
UNDERWORLD When a character using the Underworld team ability is given a move action, it can use the Carry ability, but can only carry characters using the Underworld team ability; it can carry two friendly characters, if both also have a lower point value.

I was actually basing that off of something someone had mentioned to me about the 'move action' requirement. Running Shot is a power action and not a move action, therefore Lex would be able to carry a non-Underworld TA person while using Running Shot.

That could be way off base, of course.
Any character with or Can use Running Shot with Carry. You would halve your movement for Running Shot and then reduce it by 2.

Oh, I know. I...I think I'm just confusing myself at this point.
Running Shot would allow Lex to carry a non-Underworld person. That's the only potential benefit of using a power action instead of a move action. A regular move action that uses carry with the Underworld TA requires that you carry someone else with the Underworld TA.
Perhaps it's best if we just drop it at this point. Thanks again, all, for the feedback.
