I was wondering for a map like the WoL Space map or AvX Surface of the Moon would booted character still ignore the elevation when moving or is the map rule not in use for competition?

Orange rules on maps are tournament legal unless stated otherwise.

Some shops have created an (ill-advised, imo) house rule that orange terrain on maps is ignored. It's someone's bright idea of 'simplifying the tournament' and 'not allowing cheese from maps'. It probably stems from getting hosed by Krakoa, Shadowland, and the Nexus of Reality.

If your shop has such a house rule, ask them about the maps you're questioning.

Only the maps that have orange text that says something to the effect of "NOT FOR TOURNAMENT PLAY" do not count the orange rules.
