PSYCHE-MAGNETRON EXPLOSION: Colonel Yon-Rogg can use Perplex. When Colonel Yon-Rogg is KO'd, you may choose a character within 4 squares of the square Colonel Yon-Rogg last occupied and roll a d6 that can't be rerolled. On a result of 1, deal that character 1 penetrating damage. On a result of 4-5, modify that character's combat values by +1 for the rest of the game. On a result of 6, modify that character's combat values by +2 for the rest of the game.
How does this even activate if he's KO'd? If a character is ko'd aren't they removed from the game immediately? Does Yon-Rogg have to show this SP before being KO'd for it to go off? If I one shot him past these clicks, does it activate? This piece really confuses me, seems like errata might be needed...
Take Sakaaran Soldier's Trait:
UPON MY DEATH: DESTRUCTION: When Sakaaran Soldier is KO'd, before removing him from the map and even if he is adjacent to an opposing character, make a ranged combat attack with a locked attack value of 9 that can't be rerolled. The area of effect for this attack is all opposing characters within 4 squares and each hit character is dealt 1 penetrating damage.
Seems like Yon-Rogg should have the bold section added.

Definitely something you'd want to ask at the official board. I will say this, however:
The "before removing him from the map" isn't actually necessary, if this was a trait. All that bit does for the Sakaaran is tell you when *EXACTLY* that particular attack happens... which is important since you need to count range and such that depend on the character's location.
Yon-Rogg doesn't need that since it specifies to choose a character within 4 squares of the square he last occupied. We know the location based on that.
Also, many other traits just say "When [X] is KO'd" without the "before removing him from the map" and they work just fine. For example:
Flood the Land in Revenge: When Aquaman is KO'd, all grounded terrain becomes squares of water terrain for the rest of the game instead of squares of clear, hindering, or blocking terrain, even though this character is not on the map.
The only reason this is really an issue of Yon-Rogg is because of that last question you asked: What happens if he is hit hard enough that he is never on a click with this power? I imagine that the intent is it doesn't activate (otherwise, why not make that part a of it a trait?), but that's just a guess.
I would say he would have to have the click showing before Damage is TAKEN to setup the WHEN KO trigger though.
I could be wrong.
I would think otherwise, he would be traited or have a "when this click is revealed" trigger.

Colonel Yon-Rogg would need to possess this power on his dial right before he takes enough damage to KO him. If he does not possess the power when he takes the damage he is dealt and is KO'd, then the effect will not trigger.
As long as he had the power showing before he was KO'd, the effect will trigger and resolve, even though the power is now lost.
