I am very new to this game, like played four times, anyway my friend and coworker has played this game since the beginning and got me a trinity of sin team base. now he had never seen a team base so couldn't answer this question.

in a 400 point game(that is what we played, well tried to) how many actions does this team base get before needing to clear and do the actions it gets only come from the working together ability it has

The Team base clears just like any other character. Which means that if it has two action tokens it must clear before it can be given a non-free action. And it can only clear at the end of your turn if it wasn't given a non-free action during that turn.

And no it can use it's powers and abilities just like any other character. It does not need to use the Working together ability.

It can use its powers and abilities normally, however it is probably more advantageous to use Working Together.

Working Together did get changed to be 1 action per 200 points, instead of 1 per 100 like the card says. So in a 400 pt game, it would be given a power action and could then do 2 actions, as long as they were not the same type of action, though you could make 2 regular close or ranged combat attacks.
