Autumn Winds: Weather Wizard can use Quake as if he occupied a single square of outdoor terrain within range
What does that mean exactly? Can someone provide an in-game example?
Moving on to Mirror Master:
Quote
Mirror Duplicates:Give Mirror Master a Power Action. You may place this character and any friendly [Flash set] #020 Mirror Master in each other's square. All friendly characters named Mirror Master can use Sidestep and the Carry Ability.
Now the Carry Ability:
Quote
When moving as a result of being given an action, this character may carry one friendly character.
So since one Mirror Master is being given a power action, can the Mirror Master being given said action carry another friendly character when being placed as a result of Mirror Duplicates? My initial inclination is to say yes because he is being moved as a result of being given a power action and because that's just what Mirror Master does...but this is Heroclix after all....clear as mud and all that.

Placing is not the same as moving. So no carrying is allowed.
The relevant text from the rulebook
Quote
PLACING CHARACTERS
Some game effects instruct you to “place”
your character. When a character is placed,
it is not moving. It does not need to break
away, and it ignores all characters and game
effects between its starting square and
the square in which it is being placed.
For Weather Wizard.
He chooses a square of outdoor terrain and you use quake as if he was in that square.
CW Crystal has a similar power
Quote
TORNADO: Give Crystal a power action and choose an unoccupied square of clear terrain within range and line of fire. Crystal can use Quake as a free action as if she occupied that square.
