If a character has Willpower, does it keep accumulating action tokens (i.e. 2 action tokens, then 3, 4, etc.) or does it stay at 2 action tokens? Also, is it correct that the character never takes pushing damage regardless of how many tokens it has, unless of course the power is countered?

Barring a few very explicit examples (Colossal Stamina and the Masters of Evil team ability) you *cannot* give a non-free action to a character that already has two action tokens, regardless of whether it has Willpower or not.
Willpower prevents your character from taking pushing damage when a second action token is assigned to it, but it still has to spend a turn clearing just like everyone else when it has two tokens.

Thanks! That helps a lot! Answering this common sense question must be like teaching someone that 1+1=7. xD Wait, what?! One plus one doesn't equal seven?!
Also, characters with Colossal Stamina and the Masters of Evil team ability can't be given additional action tokens either.
They can be given non-free action when already having two action tokens, but don't continue to accumulate action tokens.

Don't feel bad. Both the applying of more tokens and the notion that figures with Willpower can keep taking actions even after having two tokens are very common misconceptions.
Willpower also doesn't let you take more than one non-free action on a single turn. (I get that one a lot.)

FYI - willpower is always optional, so if you actually want to take the action that gives you the second action token, and you want to take the click of pushing damage to get to the next click on your dial, that's 100% acceptable.
