While I do prefer Kid Flash most of the time, in a Modern environment, without the help of Maneuver, Wally West sees a big jump in his utility value. An opening click of move-attack-then Force Blast makes him an essential piece for any team utilizing a Transporter or Support.
He's a great keep-away piece, and with no attack rolls called for, he takes the luck factor out of the equation. Just keep an eye on your positioning, Hindering terrain, as always, the bane of any HSS strategy.

Black Bolt of the Vegas Illuminati
The freebie FB is of course the star of the show here, since Wally can in many cases inflict free knockback damage and mess with an opponent's positioning... but because you can't do it in the middle of your HSS, you often have to leave Wally hanging out in the open after your move instead of seeking a safe spot. Wally does his thing best on maps with lots of elevation changes, where even toughness doesn't protect someone from a fall. He has no answer at all to bigger damage reducers, and you're unlikely to see his best numbers because one hit will spin you past them. On the positive side, he sets up an opponent for the rest of your team to smash, particularly if you zip around a target and knock them towards your squad in waiting. Just don't forget to avoid figures with Charge or Combat Reflexes who will ignore the FB... and if you know the dial well enough, don't hit them onto one of those during the HSS.
