That just means all the characters on your team aren't considered to be characters that can use or possess probability control. Constantine would prevent a characters from using probability control with TTPC.

As the parenthetical statement says, this is for effects that check to see if PC would activate other things, like prerequisites on a feat. That's not what Mystical Wards is doing.

If Constantine is on the map, other characters can't use PC. Period. There is no getting around that.
