Not so. There WAS a time that pulse wave didn't target, but that hasn't been the case since about 2012.
You're wrong, pw is an area of effect that draws lines of fire but noone is ever targeted. Just like Energy Explosion hitting an adjacent hit character is an area affect not a targeted character.
Pulse wave- Give this character a ranged combat action even if it is adjacent to an opposing character; the area of effect for this attack is half the character’s range value. Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking and elevated terrain. Game effects possessed or used by characters with a line of fire drawn to them are ignored until the action has been resolved. If a line of fire is drawn to more than 1 character, this character’s damage value becomes 1 and is locked. Each character hit is dealt damage.

I am not wrong. Any game effect that draws a line of fire targets. (As do any attacks that don't otherwise specify.) Pulse Wave draws lines of fire to make the attacks, and it no longer includes the specifc line about not targeting. A character attacked by pulsewave IS targeted, although it very rarely matters since most game effects will be ignored anyway.

Good god. This entire thread is inflated with rules debates and questions. ALL of that crap should be on the proper forum with a different title. Now let's talk about this figure....which is the entire point of the units section.
This figure is incredible. Double power action to make two attacks then a free action to remove two retaliation tokens to make a 3rd attack. Just insane. He can technically attack 3 times during one turn dealing a total of 12 damage without perplex or enhancement. This is perhaps to good for war machine. But i will say that he is most definitely a one man army which I suppose is the point. He is designed to not be out actioned when fighting multiple opponents and he does this very well. He's actually better than most of the Ironman/war machine duo figures available.
I'm going to give Rhodey one last stroll through Modern Age City, with Jarvis and the Mutagen Ooze. One of the greatest tent poles of all-time that sadly never saw action at most venues.
