How would it not? They've already ruled that when a character brought into the game is when it is considered to "begin the game". So when a Brood is brought in to the game via these effects, it is considered to be "beginning the game".

Yes, but that E&C entry is relatively new, which is what he was referring to. The term Starting Click is in the rule book, though its used very loosely.

Click #3 would be his starting click.
However that does not answer the question of his starting line.
Healing beyond the starting click appears to be acceptable if it does not cross the starting line which appears to be a separate concept.
Rulebook p. 10
A character can’t be healed beyond its starting line or onto a KO click.
With the Ultron Sentry you have no starting line on click #3 just a starting Click.
With the Brood I think normalview is probably right that the line at click #3 is the starting line.
