So the question if a characters is in a vehicle. Can I outwit the character inside the vehicle? so he can't choose powers. I believe i could but just wanted to make sure.

No. A character piloting a vehicle is off the map, so you would not be able to affect it.

If a vehicle with a pilot is removed from the map for any reason other than being KO'd, the pilot is immediately ejected from the vehicle and placed in a square adjacent to any square the vehicle last occupied.

So wouldn't that mean the pilot is still on the map?

No, that means that if the vehicle goes away, you put the pilot BACK on the map, not that it was always there.
