When I have to explain this rule, I start with the Rulebook (already referenced, and very clear and straight forward I think). My follow up example is always "Do you think Flyers should get stopped by Water?" So you have spent my arsenal (and I usually don't need to do any more to convince someone).
Ask your judge if someone with "IT: Blocking (of any sort)" can shoot through walls. or if someone with "IM: Blocking" can move through walls. Walls are worded similarly to Water terrain as far as interacting during movement.
It says right in in your post: Water... is hindering terrain for movement.
That's as crystal clear as it gets.
Yeah, if the Judge does not want to follow the rules as spelled out in the Rulebook, ask him to post any House Rules he wants to enforce, 'cuz this is an example of a House Rule running counter to the written rules.....

Thanks, unfortunately our judge needs more reasoning to believe this.
From rulebook;

If this wouldn't be true, fliers and giants would be stopped by water terrain.
Any other help to prove this ruling?
You seem to have the main arguments down. Don't forget Phasing/Teleport though - they can move through walls without problems, but a body of water stops them? Really?

I really wish water terrain would get reworded. I still dislike thay someone such as batman can run on water
Batman, more than just about any character with IM: [hindering], would fit this bill.
Maybe he's swinging on a grapple line over the water. Maybe he's gliding across with his cape. Maybe he's got special water-walking shoe attachments in his utility belt.
There is absolutely no reason to change this rule. From a story-based POV, you can come up with just about anything to rationalize it.
