Has there been a ruling on Deadpool's Noogie Balloon as to whether it's limiting of actions following a successful noogie hit applies to free actions or special abilities?
My interpretation - "only be given move actions" means exactly that.
No free actions. No power actions. No Ranged Combat Actions. No Close Combat Actions. No special powers which require you to give the figure any of these to trigger the special power.

I tried a few searches but only uncovered a very old thread that didn't 100% answer my quandary...
we had a bottleneck situation between 3 players in and around a doorway, one person wanted to use the Electrocutioners Quake and we were checking for adjacency.

If that is the situation, then LoF is blocked, but there is adjacency.
LoF is not needed for close attacks such as Quake.

I was running Starro against a whole fleet of Deadpools and they kept Noogieing Starro (switching the balloon around), thus preventing Starro (according to the no actions but move actions) from dispersing fragmentations and also from drawing in those fragmentations for healing purposes. I was hoping that since the fragmentation and the healing (don't have the card in front of me) were free actions then they would have been allowed.

The healing is not an action of any kind, free or otherwise.
FRAGMENTATION (adding more little fishies to the map) takes a Free Action, but the ALIEN STARFISH SP that allows for Healing is, as Harpua said, neither fish nor fowl nor any sort of Action a 'tall.
