I for one am happy that Foggy is a rare. I get a perspective that most don't from sets...the perspective of a retailer that not only sells booster packs/bricks/cases, but also one that sells singles of characters. When I see somebody who plays this game that doesn't read the comics (And there are a LOT of them), they want nothing to do with a regular human character that doesn't really do anything exciting. I haven't seen his dial to know what he does/doesn't do, but when you've opened dozens of boosters and a figure like this is a common, people generally can't dump them fast enough. There's an argument to be made about it not taking up a rare spot for the people disappointed in pulling this as their rare, but players and stores can't really do anything with dozens upon dozens of unwanted Foggy Nelsons. Kids and casual players want figures that they like. Spider-Man, Cap, Batman, Superman...they don't want Foggy Nelson. The fewer out there the better.

Fantastic point. Looking at it objectively, I have to agree. Give those kids all the Daredevils and Captain Americas they can handle.
