Bystanders typically have a B or H in their set number, for Bystander or Horde, respectively. HENRY has neither, he is a normal character, and may be played without Fitz.

slap some red PB, penetrating poison love on this monkey - monkey with long hands (giant reach), can transport some other small characters (use pym particles to transport basically anyone). Decoy for shape change? Stop sign for plasticity? this monkey crazy
Figures with a base but with one click - essentially no dial - (Henry being one) are considered bystanders, which allows you to add them to a team and not affect theme team because of lack of keywords.
EDIT: Also, with respect to this thread, apparently pigs do fly...
If the dial can rotate, it's a regular figure. Characters like Henry, Flocks of Bats, and Spider-Bots that just have non-rotating bases are now considered bystanders! Which is just sick.
Now that it's harder to buff damage due to Perplex being nerfed, this little guy is itching to get back onto teams for me. For 15 points, you get a little backpack you can carry around with you to buff your damage, whether it's close or at range. Being a bystander, it goes on any theme. 15 points might not be an entirely unreasonable cost for a damage buff at this point, considering how most other figures will cost more to get a bit more options & health. I've been on the edge of including this little monkey so many times in 2017 rules. 2021 rules just might be what finally pushes this onto my teams.
