He pushes to make a Barrier.

He takes 1 for the push and doesn't have Barrier on his next click.

Does the Barrier immediately come down?

I say yes.

this came up for me in a dc tourney involving vet robin and smoke cloud. my judge ruled that since the power was gone so was the smoke cloud and i feel that was the right decision.

It does say in the PAC that Barrier stays up until the "power is countered or lost" so in our two examples, both Barrier and Smoke Cloud is lost as soon as the respective owners loses it or has it outwitted.
