SACRED RULER OF WAKANDA: Black Panther can use Leadership, but succeeds on a 4-6. When he does and succeeds, after actions resolve you may place a #AD014 Wakanda Warrior from outside the game in an adjacent square with an action token. On a result of: 4 That character begins on click #3. 5 That character begins on click #2. 6 That character begins on click #1 and doesn't receive an action token.
By the text of the power, it just says the character just begins on a certain click number and there is no starting line to prevent you from healing them up. A more experienced rules person could probably be more beneficial to your query.
So with this Black Panther's Damage power he's able to roll Leadership,
On a 4 he gets a Wakandan Warrior on click 3 on a 5 a Warrior on click 2 and on a 6 a Warrior on click 1.
So my question is this;
Are you able to use support to heal these warriors back upto click 1?
Yes.
A starting click is not the same as a starting line.

The rules get very nuanced about starting lines and healing.
Regarding starting Lines, the E&C states:

[C]Some characters have red, blue, and/or yellow starting lines instead of a green starting line. These characters may also have different point values and experience levels listed on their base/character card. Use the starting line that matches the color of the point value or experience level.
The Wakandan Warriors only have a green starting line.
Regarding your question about healing:

[C]While a character is not considered "healed" unless its dial is turned, a character can still activate or be affected by effects that allow it to heal even though its dial won't be turned. Note that effects that trigger off a character "healing" or being "healed" require that the dial was turned.

Since the Wakandan Warrior are NOT healing past their starting line, but rather their starting click, the above is a moot point.
