The wording of TK states that you can do it within 8 squares.
Then if "A" is a character, "make a close or ranged combat attack"
Thus, can I can use TK 8 squares then decide to make it a close combat attack on that opponent's character?
Here is the power for reference:
Telekinesis :
Give this character a power action and designate a target character or object (A) and a destination square (B). This character, A, and B must all be within 8 squares and line of fire of each other. Place A in B. If A is a character, it must be a single base character and possess the HeroClix Tiny Damage Symbol or HeroClix Standard Damage Symbol symbol. If A is an opposing character, make a close or ranged combat attack that deals no damage against A, and only place the character in B if the target is hit. If A is an object and B is occupied by an opposing character, this character may make a ranged combat attack targeting the character occupying B, dealing object damage and destroying the object. A character that has been placed by Telekinesis this turn can’t use Telekinesis this turn.

The OP has access to the rulebook (you can tell cause they posted a rule!), but the rules can be confusing.
Heck, the Q confused me enough that I don't feel confident answering. (I'm assuming this is a Q about close/ranged SPs somehow interacting with TK?---but I'm still confused!)
"It's easy, you're stupid/lazy" is not an answer, it's a taunt!
Its all about adjacency. If the character you are trying to attack with TK is adjacent, then it is a close combat attack. If the character is not adjacent, then you are using a ranged attack with TK.
All TK does is let you pick one type of attack (in this instance) and then use it to try and hit the adjacent or ranged character. They have to differentiate the two because of adjacency.
Examples:
Close
TK'er is based by opposing character. You can use TK to target the opposing character basing it by using close combat attack.
Ranged
TK'er is not adjacent to an opposing character and wishes to target them with TK. That would be a tanged attack because they are not adjacent.
Based
TK'er is based by opposing character and wants to target a non-adjacent opposing character with TK. This cannot happen because a character cannot make a ranged attack out of adjacency (barring improved targeting).
If A is an opposing character, can you choose whether to use a close or ranged attack regardless of adjacency/range? For example, if A is 8 squares away, can I still choose to use a close attack?
No. You must choose the option that would be legal for the character making the attack. If both options would be legal for the character, you may choose which type of attack to make.
I think the confusion lies in what the close/ranged attack is for.
If this attack is to determine if you can "move" a target opposing character,
then, if the target is adjacent it must be a close attack, if not then the attack is ranged.
IF you are try trying to use a TK'ed object to attack an opposing character then the attack will be ranged.
