When you trade the power cosmic for willpower + perplex of +2 and you get a power outwitted, would you then get the power back at the beginning of your turn because you get power cosmic back?

Yes. The power returns when you regain Power Cosmic on your next turn.

However, I'd say if you again gave up your Power Cosmic then the power that was outwitted would again become outwitted as the immunity was removed during the duration of the Outwit.

No. PROTECTED does not suspend the duration, it kills it.
