Can a target who already has an action token mastermind pushing damage from an incapacitate attack?

I would say he can’t, but...

From the PAC:

Incapacitate: […] Incapacitate deals 1 pushing damage to a target that receives a second action token.

Mastermind: Each time this character would be dealt damage […]

I can't find a ruling in the rulebook or the FAQ. Am I looking in the wrong place?

You cannot mastermind push damage. It isn't the attack that is dealing the damage, but the pushing due to the attack.

But now mastermind does not need the damage to be dealt from an attack...

Okay, the character cannot Mastermind the Pushing Damage, but it can Mastermind the Incapacitate itself. That way you pass on to the sponge/dummy the incapacitate token plus damage if there's any (enhancement, shield ability, etc)...

I am quite certain that this is simply poor wording choice that, surprisingly, no one has raised as yet.

I'm sure the intent is that the Mastermind will not be allowed to pass off pushing damage. Look for a FAQ entry in the future.
