Dr. McCoy uses his effect to make friendly character attack rolls 10-12 a critical hit. If that same friendly needed a 11 to hit a opposing character, but rolls a 10, does this "special" critical hit count as a hit? Before, I remember older rulings (before 2017 rules) where characters only got increased dealt damage from game effects giving "critical hits", and nothing else.
Yes. The important part of McCoy's power is in the last part you quoted.

I can't say I ever heard of a power that refers to a critical hit not automatically hitting as well as giving the extra damage... do you know which figure it was on?
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

Yes, it would still hit due to being a critical.
As for the old ruling, you may be thinking of the "attack rolls of X that hit count as critical hits", which is something that mostly came up with TMT and various pieces of Equipment. In those cases, the attack roll has to already be considered a hit before it becomes a crit, so it really only get the damage increase, not the automatic hit.
