Superlative Archer: Hawkeye has and +1 combat stats if he’s not adjacent to opposing characters and if he has no action tokens. Trick Arrows: At the beginning of the turn, pick one: Incapacitate, Ranged Combat Expert, Penetrating Shot, Precision Strike, or Energy Blast. Hawkeye has that until you pick again.
QUESTION why do you have more rares than uncommons? why not move some of the commons into the uncommon slot to keep things balanced?
Solid question! I'd figured it was for a combination of popularity, spreading teams evenly throughout the rarities, and game balance. The higher the rarity, the larger the impact on gameplay, I figured.
That said, I could certainly shift a couple around! Big thanks for the suggestion!

Tiny gripe, is that Abner suppose to be MACH X from the new series? Or his original MACH I armor from the image you have? Also I feel like the Second Dark Avengers all qualify as T Bolts given they lasted one mission(Trickshot, Ai Apec, Toxie Doxie, Skaar)
I always liked the Thunderbolts best in their original incarnation, villains masquerading as heroes slowly being seduced into actual heroism because it made them feel better. That concept was pretty great and really unique, and I always felt that the Thunderbolts concept lost a lot of what made it special when it became "Marvel's Suicide Squad".
I really dig what you have going here so far. You've got a flair for capturing characters in new and interesting ways. Love that Hawkeye in particular.

In truth, I wasn't sure what naming scheme to use for Abner. I figured his original armor is the most classic, but the numbering scheme "Mach X" has a certain ring to it. My hope was to make a version of the character that encompassed the breadth of his continuity, which is why I went with "Mach X."

I try to approach each character like it's my sole opportunity to clix them, so I try to shoot for a wholistic angle. I think that generally looks like the sensibilities of the FL & GotG sets with the simplicity and point structure of the recent sets. Character accuracy is really important to me, both in power representation and in point value.

Totally agree with your sentiments with the Thunderbolts! Although I started reading with Ellis' run, there's something poignant and hopeful about the Busiek, Nicieza, and Arcudi runs. I see where Parker and Zub were taking stabs in the direction of rehabilitating villains, but I think the envelope could've been pushed further, especially if there'd been an Ellis-level focus on grounding and characterization.

You have the right philosophy. It anything, I think the thing that bothers me about him is that Leadership is useless for a low point Avenger. All he can do is add an action to a team that probably doesn't need it.
But that's a problem with the game, not your design.
Actually now that I think about it, a cool Thunderbolts ability might be something like "Leadership and Mastermind can ignore point restrictions when using their abilities." It makes sense because the leaders on Thunderbolts are usually not the strongest members of the team (Hawkeye, Zemo, Osborn, ect.) Moonstone would Mastermind for any of those guys.
