In my area there seems to be a little confusing with the rule changes for TK and the understanding of "target single-base character within range and line of fire into another square within range and line of fire" and "within 6 squares from the target's current square," that I would like to have clarified. I understand that changes were made in the 2017 PAC to reflect the current writing below but many still have the old drawing line of fire from "A-B and B-C with-in 6 squares no matter what" in the mind.
POWER: Minimum range value 6, ;Improved-T; ;A-Infinity; . Pick up an object (light or heavy) within range and line of fire, then give a RANGE Object Action at no cost or place it in a square within range and line of fire. //
POWER: Minimum range value 6. Place one target single-base character within range and line of fire into another square within range and line of fire. That square must be within 6 squares and line of fire from the target’s current square. If the target is an opposing character, first make a range attack and the hit character is then placed instead of normal damage. Characters placed by this power can’t use Telekinesis this turn.If a player, that has a figure that has TK and range GREATER than 6 (let's say 8 ;Bolt; ) wishes to TK another (friendly) figure; all one needs to do is: check for line of fire and make sure that the TARGETED figure is WITH IN the TK'ers RANGE (8 ;Bolt; ) and then move the TARGETED figure a MAX of 6 squares from the TARGETED position?
So for example;
Map: WizKids Parking Outdoor Map -neoprene
Quasar (050) has TK; 8 ;Bolt; and is in A3,
Juggernaut (F17-001) is in A11, Jugg's is Friendly to Quasar
They are 8 squares away from each other= THE RANGE OF QUASAR'S MAX RANGE VALUE
There is no Blocking, Elevated, or other Figures between them
POWER: Quasar Targets Juggernaut and Places him in F11= 5 spaces over (less than the max 6 spaces)
Is this correct?

You've got it right. Quasar can use his range to target another character (so in this case, the other character can be targeted even if 8 squares away). Then, that character can be placed up to 6 squares from where it currently is (as long as it's still within Quasar's range).
So in this case, all seems fine. Jugg could be placed a total of 6 squares from his current square. He could be placed towards Quasar or sideways, but not away (since he's already at Quasar's range value).
IF Jugg had begun in let's say B5 (two squares from Quasar), he could also be targeted and be placed in B11. B11 is 6 squares from Jugg, but 8 squares from Quasar. Still ok, since it's within Quasar's range and Jugg hasn't been placed more than 6 away.

No. Perhaps you understand and are attempting to simplify, but this is incorrect.
You need to have the target within range (8 in your example) and line of fire of the character using TK. You need to have the destination square within range (8 in your example) and line of fire of the character using TK. Finally, the destination square must be within 6 squares and line of fire of the square where the targeted character was when first targeted by TK.
