Does The second option of the Hard light shield power block LOF to characters behind Cap? Say they are Giant size or on a higher elevation? or the attacker Ignores characters for targeting?
Judging by that wording - that includes no exceptions - yes, it would block any lines of fire drawn through that side of the square. So, Giants and IT: Characters, Blocking, Hindering would be useless in relation to the this FREE action.
As for elevation, I'd assume the same thing, but referring back to the thread for Rebirth Batman, I can't recall what the resolution was on elevation. But track that thread down for a possible answer.

I agree with Sir Arthur. I would personally have it block lines of fire even if they start and end at elevations higher than Cap. I can't say that is the right way to do it, though. Was hoping the new Rules Supp would address the issue. No such luck.
"Ignores" is not a game term. Nothing ignores characters.
Yes, any LoF being drawn through that side of the square will be blocked, regardless of source.

Yeah, we're still waiting on official clarification on these effects (Batman), but I still have to defer to the general (very vague) LoF ruling they gave us previously that nothing at lower elevations affects it.
