Can I charge on nothing? I mean, Vulture Prime has that insane ability to stack charges right? So let's say you stack 4 charges. Can you charge on "nothing" and again and again so just you reach your next opponent character and keep charge/flurrying so you do not pass your turn but still "charge for free".
The answer would be No, because the use of Charge requires a close combat attack to be made. If you can't legally make a close combat attack you don't meet the necessary requirement to use/activate Charge...

CHARGE says MAY do a CLOSE...that is the problem..
Give this character a power action; halve its speed value for the action. Move this character up to its speed value and then it MAY be given a close combat action as a free action. This character ignores knock back.
You absolutely do not have to make a close attack after the movement portion of Charge. Similarly you do not need to make a ranged attack after the movement portion of Running Shot.
This is why Shape Change can thwart Charge or Running Shot *after* the character has been moved. The targeting portion of the power follows the move.

It's come up a lot with Hawkeye and Vulture being played. I've seen players think they have to RS and shoot an object with Hawkeye if they want to move away when they are done attacking because they think they need a target and make an attack to be able to use RS. I don't remember that ever being the case that you need to have a target to be able to use RS or Charge.

The Close/Range action for those powers used to be mandatory, so if you had something you could attack, like an object or wall, you were forced to. Which always caused weird issues when somebody made a Shape Change roll. It's why C/RS were changed to "may".

Octopus Arms to give him Flurry. If he can KO two characters in one action, he'll have two charges to use afterwards. And if he can to that again, so on. I once had 3 charges set up with him (with two attacks each, using flurry). I won that game.
