Bad title, but let me explain. This Black Bolt: equipped with the Space Gem equipped and on click 4. When he sidesteps and you get to move an opposing character who has Passenger:1, can you make that character carry another character?

My understanding is if an effect lets a character move, such as Mind Control, they can Carry, but if the effect itself performs the move, then you can't.

Wait, so do you think that a friendly character moved 1 by Black Bolt's power couldn't carry, either? Cuz I think they can do that.

You are misunderstanding the ruling.
If you move a friendly character, then you can make the choice to Carry. If you are moving an opposing character, you are not given that choice.
Honestly, your logic doesn't even make sense. All character movement in the game is due to another game effect. The distinction you're trying to make doesn't exist.

I think the idea is that you can only have a character carry if it is is friendly to your force. When Black Bolt's power gets to move everybody, the opposing characters are still opposing, so I can't make them carry, I just get to move them.
When his power makes my characters move, they are friendly to my force so I can have them carry.

Because it's a choice given to the player "controlling" the character. During an effect like Enchantress', you are not actually "controlling" the character, like you are during a Mind Control, for example. It's still the opponents character during that move.
As another example, would you argue that while moving another players character during one of these effects, you would be able to use that characters Prob on a breakaway roll? I doubt you would, because it's not your character at that time. You can't make these choices for a character that isn't yours.
