can a charcter with 2 damage be perpexed to 3 then break down a barrier or does it have to be 3 on the dial

You can perplex up to three to destroy a barrier. You just need to be able to do three damage, so, for example, you can hit a barrier with blades and destroy it if you roll a three or higher on your damage roll.
