I can't play the game anymore. The last time I played I got really, really mad, and lost my cool. I did some things that I'm not proud of, but the worst part was that when I left I forgot to grab the 7 kids meals that I ordered.

That is one of the reasons why I quit MtG way back when. Granted I am back now (casually) but I am really choosing with whom I play for the most part.
If they reprint and older card does it make the older card still legal to use or do they require you to have the newer card version? From what I can tell they seem to reprint a lot of the same cards but just change the art :-/. IE lava axe and noticed last night playing Duels of the Planeswalkers 2012 that they had reprinted Elvish Piper...
Any printing of a card legal in standard is legal in standard. But note that if the wording has changed, then the old text won't be accurate.
And yet it has never hurt the "economy" of MTG. There are a lot of people who want the new and old version. It actually drives up prices of some old cards. This also includes new artwork (read: sculpts). However, the cards' casting cost and values do not change, just the wording to keep up with the current wording. That is why MTG works so well in my eyes. We cannot do that with clix because the point costs would not be fair going from IC/HT to current.
Due to the stringent tournament policy in MTG (that changes very rarely I might add) they are able to keep things going like that to where it can still be "worth" it to play.

For the most part, if a card that exists in an earlier block is reprinted for a current block, both the older card and the newer card may be used in what is known as 'Standard' format.
However, there are times when cards are reprinted solely for the purpose of that particular deck, such as in the case of Elvish Piper here. If the card is reprinted for a Duel Deck, a Commander Deck, or a Planechase Deck, and was not reprinted in a current block (meaning, available in a pack), that card is not considered Standard.

When does 2013 come out btw? I know Duels of the Planeswalkers 2013 is out on June 20th, heard the physical card set is out in July sometime? Does that make 2012 not legal anymore in standard?

M13 should be coming out sometime soon I do believe, and I believe you're correct in the July release date. I just texted my friend/tournament organizer over at the Galaxy where I play; I'll EDIT this post when he gets back to me . . . Whoah, that was quick; okay, he apparently isn't sure. Time to do some Internet spelunking! . . .
In any event, to answer your question, cards printed in M12 that are not reprinted in M13 (for example, the Titans we've all grown to love and hate will not be in M13) will still be considered Standard until the next block comes out, which is Return to Ravnica. That block should be debuting sometime in the later months, September or later. The day that the first set in the new Ravnica block is released, any cards from M12 not reprinted in M13 will cycle out of Standard.
