I think this might be the most competitive to get a KO first:
165 Sandman w/ Butcher (Charge, Damage or Attack Boost)
58 Grasshopper w/ Ion (TK to send out Sandman)
58 Grasshopper w/ Proselyte (another Perplex to go w/ Sandman's & the entity modifier)
2 Orange Battery (maybe to remove Indom or Inv if on Sandman, or SC if on a Copycat)
6 Orange Ring
10 Orange Nurse (to grant a Copycat Regen roll on turn 1)

Given the limitations to Orange (though if the Entities count, Ion means you could remove Impervious or their TK) I would want to playtest this with the White Lantern Battery as well.
You're still limited by an 8(TK)+2(Sidestep)+4(Charge) swing (before Perplex) and the need to survive long enough for Sandman to get off the board. Also the TK would mean one of the Grasshoppers cannot Double Power Action till 2 turns later. All of that might make the White Lantern far more needed.
EDIT: I'm not saying it should be allowed in ROC though...
How can someone possibly have fun in a game where you have 1 roll and it takes less than 2 minutes? Unless their "fun" is seeing the opponent get mad/annoyed (which is really the nature of poor sportsmanship).
Believe it or not, some people equate fun with winning, and if those some people think their best chance to win is with this team, there is your answer.
It's an odd Venn diagram, I'll admit, but I've seen odder...

Lets just be honest about this team. Some knuckle head will play this team and probably go 2-2 or 3-1 and think it's funny. However it's probably the worst team I've ever seen. Like if you decide to play this team do you drop as soon as you lose a roll off, because after a loss your team is absolutely pointless other than messing up a few other players day. It's not a game or anything. I would rather play vs a team that I need 12's all day for every attack than vs this team, simply for the reason it's more of a game. Lets roll off bud. I would be ticked off win or lose vs this team. Just going to piss people off win or lose, however there are people like that and they don't care. It's more of a game of watch what I can do or what I can play. It's just lame, why even play Heroclix if you even consider playing this team. Maybe if your drunk and want to laugh with your friends about this auto roll off team. The best part is there is no game and you have a 50/50 chance to win or lose. I suppose if you have loaded dice this could be your best option. No Real Competitive Player would play this team, however we found a team that COULD possibly beat any team hahahahahahaha

Any game where I need to roll double sixes to even hit something is no gam at all. It's 50 minutes of terribly un-fun frustration because the other player has done all that he could to remove as much from the game as possible (as do all to-level forces). And likely he'd even then pick off something cheap and turtle for the rest of the "game".
This is beating the other guy at his own game by removing even more of the game from the game, reducing it to an absolutely fair roll-off. It's the ultimate in leveling the playfield.

Someone in another thread pointed out Lydea Mallor teams could get points from ring stealing, so in those cases you'd be forced to KO something (Probably Lydea herself) if you lost map roll. 3 Avenger ID cards might be a better alternative, but I have purposefully avoided looking at their rules. I need an excuse to stay away from spending money on live Heroclix... sad but true.

I don't disagree with that, but when you have a chance to win an involved game on essentially the flip of a coin, I don't see that as any more fun than a scratch-off lottery ticket. Granted, I never saw the point of those (between the odds being against you and all of 10 seconds of excitement if you win or almost win).

This is more what I think most of us see the problem as... it's not a team to be competitive or good, it's a troll team that can only serve to annoy your opponent and give you a 50/50 chance to win with next to no input or cost. I totally acknowledge that some people LIVE for teams/games like that (those that like to cause "friendly fire" in FPSs and whatnot), but it's still no more than an annoyance in order to make a point (or ruin someone's day or chance of winning). :-\

This is exactly it. It's no different than someone going to any sporting event that people traveled far to get to and paid good money to attend... only to be told at the start of the game that it will be decided on a coin flip and then everyone can go home. It's asinine!

If you need to roll 12's all game then you made the choice to bring low attack values. Your opponent brought high defenses and you ended up losing because of how the choices you made stack up against the choices they made. You were part of the game.
Against lone sandman who jumps, you were never part of the game to begin with. There is no decision you can make, in game or out of it, that would prevent the roll off short of not playing. When the only choice left is not to play you have a situation that needs immediate attention.
BTW, troll teams in any capacity have no place at large events. Anything short of showing up to win (again, large events like ROC or Worlds...not pizza night with your buddy where I myself might show this) is behavior that would get you ejected in any sport (even at pizza night if it's a contact sport) or other competitive events (short of non interactive sports like bowling).

And, again: the general thrust of the competitive types (here, can't speak for elsewhere) is that if there's a prize on the line, they're going to "play to win." Doesn't matter if they already have the prize. Doesn't matter if the venue(s) they frequent has a decidedly laid back (pwnzor-wise) vibe. Doesn't matter if their insistence upon playing balls to the wall harms the venue in the short or long term. If there's something to be won, they're going to do whatever (legally) it takes to win it.
You know how many games and/or venues I've seen ruined by competitive types who can't or won't dial it down? A good amount. Were I the vindictive sort, as well as the sort with oodles of disposable income, I'd be tempted to go to Worlds with this team* just to illustrate to that crowd how much it sucks when someone comes in, ruins your fun, and doesn't care in the least.
This, to me, seems (at least a bit) like a "shoe's on the other foot" moment.
*I say "tempted" because, ideally, I'd only want to play it against the Conan-esque dicks I referenced above.

So funny how something like this ability all of a sudden all the play to win types are up in arms and crying unfair and unfun when the shoe is on the other foot.
