Question on the new Domino.. if I prob an attack, is prob forcing the attacker to reroll or does the character with prob do the reroll?

If it's probability control, the same character is making the roll as before.

So the Ultra-chase looks awesome. Just wish it was Deadpool in the classic Marvel Girl costume.

Really doesn't matter. Regardless of who uses the probability control, if the attacking character re-rolls, the modifications still apply.

No, he was designed with the Veteran Infinity Challenge Wolverine in mind. The new common Wolverine is obviously a throw back to that guy.

Sure the DOFP one is awesome, he's also 60 points more. For 70 points this one has a long dial with lots of damage output. I wouldn't call it straight up junk, but I get your disappointment. Here's hoping the fast forces one offers something better.
