Yeah...that pretty much IS the point with Frogs...or else it wouldn't even be FAIR if it just had to be "Normal Summoned" in general and not Tribute Summoned...otherwise, Des Croaking and Frogs would be among the EASIEST forms of mass destruction...
Video Games overall = just as much, if not less than the cards individually...so by getting the game, you're actually managing money better than trying to get it alone...
Still, financially, it's a better deal in the longrun. Get all 3 cards for the same or even at a smaller price than 1 of the cards alone. At least I could then sell the game to someone else and get a bit of money back, lol.
Assuming the opponent would be dumb enough to keep letting you get in potshots like that continuously...(which is extremely small unless they ALREADY have a clear hand and/or field).
^^; that is why you build a deck around it. Sure, you can do a theme (water), but what is the underlying theme? Beatdown? Bounce Control? Frog Combo? ALO Control? These are the questions you must ask. Sub/RG would be good in a field control deck, because it grants it another control aspect, hand control. Plus, it adds a way to make Bounce Control viable.
Well, you never know until you try. If people didn't try new things, Soul Control would not exist. But, hmm. Tactics. Water Toolbox with Mother Grizzly/Salvage.

Chances are A LOT of people do, though...there is never a time where "everyone" knows about a single Decktype...
And it pretty much is...not else going on aside from Submarineroid and Robbin' Goblin...never should try to build an entire deck focused on just 1 maneuver...
